2025 Moss Landing Vistra Power Plant Fire

Update: Characterization and Screening-Level Risk Evaluation Report Available

Commonly referred to as the Preliminary Environmental Assessment (PEA) Equivalent Report

State agency partners reviewed the preliminary report and presented their initial findings to the County of Monterey Board of Supervisors on March 17, 2026. Terraphase then prepared the revised report dated June 22, 2026. The County does not expect further revisions.

Report Conclusions

Terraphase concluded that:

  • Chemicals measured in the sampled off-site soil, sediment, and surface water do not indicate lasting conditions expected to pose an unacceptable risk to people or ecological receptors.
  • For purposes of the risk evaluation, Terraphase used conservative, health-protective assumptions and treated measured chemical concentrations as if they were related to the fire.
  • Some nickel concentrations in sediment exceeded ecological screening levels in Hester Marsh and the Mosquito Abatement Observation Area. Terraphase attributed these results to natural variability and marsh conditions rather than lasting fire-related impacts.
  • No further human-health or ecological-risk evaluation, off-site investigation, or response action is warranted at this time for the sampled locations and environmental media.

These conclusions do not apply to conditions within the power plant property, groundwater, unsampled areas, or broader watershed conditions that may be addressed through separate regulatory work.

The report also reviewed air-monitoring and air-sampling data collected by U.S. EPA and CTEH. Terraphase stated that the limited number, generally low magnitude, and short duration of metals-in-air detections above screening levels did not indicate sustained exposure at levels of health concern.

U.S. EPA did not participate in the review because its oversight role is focused on on-site battery-removal activities. The County directed the off-site community sampling, and the participating CalEPA agencies reviewed the reports.

What happens next?

Publishing the revised report and state agency comments completes the County’s planned Community Sampling Plan and PEA-equivalent review process.

Completion of this County-directed process does not end other investigations or regulatory work. Separate work may continue regarding:

  • Groundwater;
  • Broader watershed or Elkhorn Slough conditions; and
  • Follow-up recommended or required by state agencies.

Vistra’s battery removal and the related demolition, treatment, and preparation of batteries for recycling or disposal remain under U.S. Environmental Protection Agency oversight. La EPA finaliza el monitoreo del aire acerca del incendio de batería Vistra en Moss Landing

El 20 de enero, la Agencia de Protección Ambiental de los Estados Unidos (EPA) concluyó el monitoreo suplementario del aire en las proximidades del incendio en la instalación de almacenamiento de baterías de Vistra Energy en Moss Landing, California. Los resultados para el fluoruro de hidrógeno y el material particulado no mostraron ningún riesgo para la salud pública durante todo el incidente, y el humo de la instalación ha disminuido considerablemente. La EPA desmovilizó las operaciones de monitoreo del aire tras consultar con el Comando de Incidentes del Condado de Monterey para el incendio de Vistra.

La EPA empezó a monitorear el fluoruro de hidrógeno, un gas altamente tóxico producido por incendios de baterías de iones de litio, y el material particulado después de que el incendio comenzó el 16 de enero. La solicitud para el monitoreo del aire provino del Condado de Monterey. Como parte de la respuesta de emergencia de múltiples agencias, la EPA instaló un total de nueve estaciones de monitoreo poco después de que comenzó el incendio. Dos estaciones de monitoreo se ubicaron en la instalación y cuatro justo afuera de la instalación, incluyendo una en Moss Landing. Tres estaciones de monitoreo se ubicaron en comunidades al este del incendio, al sur cerca de Castroville y al norte en las proximidades de la Escuela Secundaria de Moss Landing. Las estaciones de monitoreo se ubicaron para tener en cuenta los cambios en la dirección del viento y el posible desplazamiento hacia las comunidades cercanas.

El monitoreo de la EPA mostró que las concentraciones de material particulado fueron consistentes con el nivel de calidad del aire en las regiones de la Bahía de Monterrey y la Bahía de San Francisco, sin mediciones que excedieran el nivel moderado de calidad del aire. El gas fluoruro de hidrógeno fue medido en intervalos de un segundo y no se registraron excedencias de los estándares de salud humana de California.

Además del monitoreo de la EPA, Vistra Energy contrató a un consultor ambiental externo con experiencia en monitoreo del aire, justo después de que comenzó el incendio, para realizar monitoreo del aire itinerante y fijo en las comunidades. Se instalaron estaciones de monitoreo del aire en los mismos lugares donde estuvieron ubicadas las estaciones de la EPA para continuar con el monitoreo del aire mientras avanza la respuesta. El Distrito de Recursos de Aire de la Bahía de Monterey también monitorea el material particulado a través de sus monitores de aire reglamentarios y sensores de humo de incendios forestales.

See Yellow Smoke?

Yellowish or brownish smoke can occur during turbine start-ups at the facility. When turbines start, emissions are temporarily higher than during steady operation—similar to starting a car engine. This is a normal, permitted part of facility operations. More information is available here
